A Most Shameful Day in Miami-Dade County
Unqualified individuals roaming the streets of Miami-Dade county with purchased contractors license issued by Miami-Dade County BCCO
The Miami-Dade County Building Code Compliance Office (CTQB) Chairman told a contractor appearing before the board that the board is not interested in any Honor Presentation of those troops who lost their lives in Iraq.
"You can give your honor speech after the board members leave the room.."

This story is in light of the recent disturbing revelations of public corruption and allegations involving three veteran staff members of the Miami-Dade County Building Code Compliance Construction Trade Qualifying Board.
Shocked we were, surprised we were not. The record would reflect our office brought similar concerns to the attention of officials of both the building code compliance office and the Miami-Dade County Construction Trade Qualifying Board, months ago... but standard protocol for ignoring complaints or issues that reflect negatively upon the department’s self promoted image caused our concerns to be dismissed, side stepped and annoying... standard operation procedures.
An appearance request before the CTQB proved to be for Mr. Wilson a most shameful day in board history. Even a symbolic white flag held by Mr. Wilson to honor fallen U.S. Marines and their family members, “A moment to reflect upon their heroic sacrifices, their pain and suffering. A moment to say “Hey Guys we thank you... America thanks you”, was snubbed by the board.

To throw salt on a open wound, the board chair advised Mr. Wilson he can have his honor presentation once the board members left the hearing room. So at the conclusion of the hearing Mr. Wilson began his speech honoring fallen U.S. Marines and law enforcement officers while members exited the room.
“didn’t we take your license before, how did you pay for all these camera crews here today?”
By the end of Mr. Wilson’s presentation the CTQB hearing room was empty except for a couple of BCCO secretaries, who sat in awe captured by the life size photos of Dead U.S. Marines in Iraq. While Mr. Wilson attempted to expose BCCO’s unsavory business practices involving unlicensed individuals and double standard treatment of minority contractors an irate board member lashed out at Mr. Wilson saying “didn’t we take your license before, how did you pay for all these camera crews here today”. The chair repeatedly tried to silence the out of control board member, the chair advised the board member "Sir, you are out of order, sir, you are out of order"... the room fell silent.
This board member lost it, and was exposing the boards real feelings towards Mr. Wilson.
Mr. Wilson was exposing the boards flaws. This is why the board chair yelled at the veteran board member.
Racism is so cruel, not even dead U.S. Marines could put hatred on hold for two minutes.
We spoke with BCCO Assistant Director Mr. Michael Goosby on 8/19/06 concerning one of BCCO staff investigators, Mr. Lezano. Before we were able to complete one sentence about how rude and unprofessional Mr. Lezano was to us over the phone earlier that day, Mr. Gossby interrupted our thought pattern by saying:
“I will not listen to any one complaint about Mr. Lezano”.
He’s a fine investigator, he’s a hard worker, and I will not continue listening to you talk negatively about Mr. Lezano’s behavior.
"But Mr. Goosby are you saying a citizen of Miami-Dade County Florida can’t file a complaint with you against any of your highly celebrated code compliance investigators?"
Then Mr. Goosby threatened to end our phone conversation if we continued to speak negatively toward the department.
Perhaps this is precisely the kind of attitude and closed minded thinking that got the Miami-Dade County building code compliance office plastered on the front page of the Miami Herald “code compliance staff personal trading contractor’s license for cash at Wal-Mart bargain basement prices”.
How is it possible for such a scheme of such epic proportion, go undetected for over a two year period? Imagine...187 phoney contractor’s licenses issued right under the watchful eyes of BCCO’s Director Herminio Gonzalez and Assistant Director Micheal Goosby and record custodian supervisors responsible for contractor data entry. How is it feasible for someone (or anyone) to gain access to a supervisor’s access code and actually input approximately (138) one hundred and thirty eight new contractors entries onto a secured data base computer mainframe, undetected?

How is it possible that BCCO’s highly celebrated lead code compliance investigators Mr. Danny Vuelta and Mr. Lezano or any other administrator not have any knowledge of this crime in progress against the citizens of Miami-Dade County Florida?
This crime netted hundreds of thousands of ill begotten dollars. How is it even possible for three BCCO staff members to take on such a diabolical scheme without the co-operation or knowledge of other BCCO senior staff personnel? How is this possible?
The citzens of Miami-Dade County Florida deserve an honest answer to these simple questions of inquiry. If three bad apples were in a barrel of twenty good apples for over an extended period of time, how is it possible the entire barrel didn’t rot as well? Would it be wise to leave those rotten apples in the same barrel of good apples?
Would you in the interest of maintaining the integiry and health of their remaining good apples, remove all those bad rotten apples immediately? It’s about time Miami-Dade County assistant county manager earn his salary.
This scandal has caused serious credibility and image problems for BCCO and has done more harm to the citizens of Miami-Dade County than any unlicensed individual has done in past years. Members of BCCO sold the deparment’s integrity, sold BCCO’s respect and they sold the department’s credibility then stashed the ill begotten loot at their lacasa.
The construction trade qualifying board was warned by Mr. Keith Wilson about serious problems involving BCCO aiding and abetting unlicensed individuals. But Mr. Wilson’s warnings fell on deaf ears.
Ask yourself, how deep does this rabbit hole go regarding the contractor license for sale scandal? We phoned Miami-Dade County assistant county manager’s office three days before the Miami Herald printed the "BCCO, contractors license 4 sale" scandal and your secretary assured us you would be returning our phone call concerning BCCO, but as of this date 8/24/06 your office has not found time to return our phone call, perhaps your office can answer for the people of Miami-Dade County this question:
Did you or any of your staff members receive any of the ill begotten cash obtained by a couple of thugs employed at the Miami-Dade County building code compliance office who sold contractor licenses to unqualified individuals?
If you did, please contact the states attorney office immediately and advise them of your office’s involvement. If however you or your staff personnel are not involved kindly write our office back and advise.
The people of Miami-Dade County need to know the truth about this and other public corruption scandals involving our government’s various departments.
It is believed the recent public corruption scandals rocking our community involving Miami-Dade County government officials and department staff personnel would not have occurred if Miami-Dade County manager and subsequent assistant county manager actually performed their managerial duties.
It’s like a class room with fifty kids and no teacher to teach, or the teacher is always away from their desk, on the phone in teacher’s lounge, in a teacher’s meeting , gone to lunch, or gone for the day. Naturally these kids will have field day of disturbance and do things they would not do if their teacher was present.

Such was the case in the horrific scandals involving Miami-Dade County building code compliance construction trade qualifying board. Contractor Licenses 4 Sale cost $2000 to $15,000 each, the “House of Lies” Miami Dade County housing authority Hope IV “Scratch a Lie and Find a Theft”. Consequently the absentee school teacher is transformed to this passage.
If Miami-Dade County (Hide and Seek Commissioners) who hide from issues of public concern and then seek their vote for re-election, would have properly executed the powers and authority entrusted to them by the people of Miami-Dade County Florida, perhaps “The House of Lies” ”Contractors Licenses 4 Sale” and “Scratch a Lie... Find a theft” scandal in all likelihood would not have occurred. If a public official or county employee is paid by public dollars to render a service to the public, but chooses not to render the services for which they were elected or hired to render, but nonetheless open their hands to receive a check for payment for those services they choose not to render, they are a “white, black or blue collar common thief” nothing more, nothing less.
Our government is like a security guard and as Head of Security failed to secure the front gate and allowed a thief to enter the people’s house transforming it into a ‘House of Lies’, then entered a second room and began selling contractor’s licenses out the back door at Walmart bargain basement prices.
The appropriate response for such derelict of duty is not a promotion or re-election, but rather termination and possible criminal charges.
I’m of the belief Miami Dade county building code compliance office provides an essential and vital service to our community and men and women are employed there who have exceptional integrity and devotion in providing these services to our community.
That includes contractors standards, licenses, and regulations and for this we are eternally grateful.
Now, this rabbit hole we spoke of earlier may go as far a foot or it may extend a mile which ever is the case the public deserves closure and a corruption free department.

Miami-Dade county Building code compliance office turned itself in to authorities for
selling contractors licenses to anyone with cash.
The long term effect of this breach of public trust is yet to be calculated.
Police investigation is on-going.
Meanwhile, the department director Mr. Herminio Gonzalez, is honored by Miami-Dade county commissioner, Natacha Saijas with an award for turning his department in to authorities.

Question:
Where was Mr. Herminio Gonzalez for nearly two years as staff personnel were creating fake Miami-Dade County contractor licenses?
He was either asleep, on vacation, on the phone, in a meeting, stepped away from his desk or out to lunch.
It simply doesn’t make any sense.
How could such a preventable crime occur in a department of government charged with regulating and supervising records?
Professional accountability is in question here, not the deflective measures of presenting awards or honor presentations.
A crime against the people of Miami-Dade county was discovered or uncovered, see CSB News documents prior to BCCO coming forth to authorities.
Now, for two years, staff personnel of Building Code Compliance Office worked long hours behind closed doors and during regular business hours created hundreds of fake contractor licenses.
Those staffers, (turned Thugs) used director Herminio Gonzalez’ signature on each license.
Now for the director's hard work of poor management, derelict of duty and failure to protect the citizens from a fraudulant scam eminating out of his office, he's awarded an honor presentation by the Miami-Dade County Commission.
There should have been a safe guard system of red flags which would have prevented such fraudulant activity to occur.
An Integrity check point, if you will.
If the system was designed to check itself and verify authorization codes, this crime would not have occurred.
Instead of reprimanding the department director for falling asleep while on duty, our government reversed the merit system to include derelict of duty as a point of accomplishment.
Give this man an award, so what for two years as department director, he slept while members of his own staff got busy creating fake contractors licences to sell to anyone with cash (so what).
The citizens of Miami-Dade county have been defrauded by those sworn to protect the public against fraud.
The people of Miami-Dade county BCCO contractors fake license scheme. As a result, many lawsuits are in the even against our county. Yet while BCCO is under state attorney and police investigation, Miami-Dade county commissioner Natacha Seijas sidestep (protocol of wait and see) overlook public pain and suffering and rush to present Mr. Herminio Gonzalez an award
He is responsible for insuring public safety which he failed to do.

Picture this: A bank robber after considering the consequences of his actions, quickly decides to return the loot he stole at gunpoint then turns himself into authorities.
A. Does he get a cookie
B. Handcuffs and due process
C. Letter of thanks from the bank and an honor plaque from the police...
