Dear Mr. Wilson,
In response to your correspondence dated June 25, 2007, your letter mentions being able to get the information concerning the microfilm appointment process to the public as soon as possible. The Miami-Dade County Building Department’s Microfilm and Plans Library Expedite Program information has been available to the public since its inception in 2006.
The guidelines as well as a Frequently Asked Questions (FAQ) For Microfilm are posted on the Building Departments’ web page of www.miamidade.gov/building with convenient accessibility by the public, 24 hours/7 days a week. Additional details about the Microfilm and Plans Library services were also provided in the previous correspondence from the Building Department dated June 15, 2007.
Additionally, the Miami-Dade County Building Department’s Microfilm and Plans Library Expedite Program has been recognized nationally as the recipient of the 2007 National Association of Counties’ Achievement Award. This award recognizes effective and innovative programs which contribute to and enhance county government in the United States. The National Association of Counties is providing this award-winning Microfilm and Plans Library Expedite Program information to other counties across the nation and can be viewed on the web page of www.naco.org. The Building Department has communicated substantive information on the microfilm process and services in response to your request thus respectfully declines the on-air camera interview.

Government conveniences and inconveniences.
The Miami-Dade County Building Department Micro-film Dept. wants the public to go online or appear in person to schedule an appointment before the dept. renders service....

The Miami-Dade County Building dept. officials are abusing the public trust. Micro-film documents are essential to other functions of the Building dept. processes. The public, visiting The Building dept. obtain Building permits or renew expired permits, will be in for a rude awakening when the permit process employees inform the unsuspecting property owner he or she needs to go upstairs to the micro-film dept. to obtain a copy of the (plans) before a expired permit application can be processed, or a process number be assigned.
Then once those documents have been obtained, submit the certified copies of the micro-film plans, with the application for renewal downstairs at the permit window.
Then once the frustrated Homeowner goes through that quick orientation seminar with the permit process window clerk, they are off and running up the stairs to the ALL NEW! and improved Micro-film dept. But once at the Micro-film window, The homeowner is floored and startled by what The Micro-film clerk advises.
First, the clerk ask the Homeowner, if he or she have an appointment and the Homeowner says, “appointment? what appointment?!!!” Clerk, “we require appointments before we can service your Micro-film request...”.
The Homeowner becomes speechless, not really sure of what to do....traveled long distances to The Miami-Dade Building Dept., waited in long lines downstairs, then once
upstairs, is told an appointment is required before receiving the necessary document to be able to go back downstairs and complete the permit process.
So, out of frustration, The Homeowner angrily leaves the Miami-Dade Building dept. empty-handed....Oh yeah, they do leave with an appointment...to come back to the Building Dept. another day...to do what they should have been allowed to do; the very day they were turned away. (go figure!...)
APPOINTMENT CONCEPT IS A FLOP!
and by public vote, is an inconvenience to the public and Mr. Charles Danger should Do the Right and allow continuous flow of access to Government and not hinder the public access, by instituting appointments for one dept. and not all depts. of The Building dept.
Why not charge the public a fee, or an admission to enter the front doors of The Building dept., then force the public to obtain an appointment to visit the cashiers to pay for The Building dept. items. Then, out of (20) twenty cashier windows, only have two open for Appointment Only Business. While the cashier supervisors, who can clearly be seen by those standing in cashier lines waiting for service; stay in their office, chitchatting with other co-workers. It’s an insult to the public to be forced by Government to stand in long lines (on their feet) waiting for service, while County employees are clearly seen by the public chitchatting with each other.
Now this is how The Miami-Dade County Building dept. is being ran by Building dept. officials. Absolutely no concern for the inconvenience of the general public....No number system, everybody young and old must stand on their feet and wait for service. Its probably time Mr. strong mayor, Carlos Alvarez begin cleaning The Building dept. house. To many arrogant uppity County employees, not enough respectful, courtesy Building dept. professionals.
On June 25, 2007, our Investigative Reporter, Keith Wilson, asked The Miami-Dade County Building dept. officials for an on camera interview, concerning The appointment issue...Ms. Miriam Rossi, of the dept. Communication & public info-section, in a long, unrelated to our request letter, respectfully declined our on camera interview.
